Dr. Baker is an researcher at Universidad Panamericana, where he studies topics such as international trade and investment, regional economic integration, institutional building and the effects of Mexico’s trade policy. He has published several articles and collaborated in books related to these issues, in addition to participate frequently in specialized radio and TV shows in Mexico, the United States, Canada, Germany and the United Kingdom.
As a public official, his responsibilities in the Mexican government spanned two decades, where he served as Director General for North America, Chief of Staff to the Secretary, and Deputy Chief Negotiator for Mexico in the Trans-Pacific Partnership (TPP). Moreover, between 2016 and 2018, Dr. Baker served as Mexico’s Vice Minister of Foreign Trade. During his tenure as Vice Minister, the CTPP was ratified by the Mexican Senate, and negotiations to deepen and modernize the trade agreement between Mexico and the European Union were successfully concluded. He also led the Mexican team that participated in the negotiations that concluded the agreement between the United States, Mexico and Canada (USMCA), which modernized the old North American Free Trade Agreement (NAFTA).
Juan Carlos Baker holds a bachelor’s degree in International Trade from the Monterrey Institute of Technology and Higher Education (ITESM), and thanks to the Chevening Scholarship, he earned his Master’s degree in International Political Economy from the University of Warwick, England. He is a Doctor in Business Administration from the Universidad Panamericana, in Guadalajara. He is a fellow in Georgetown America’s Institute.
