Program Manager and Director of Finance

Chris Scarmardo is the Program Manager and Director of Finance for the CBTS. He works across both the Research and Education portfolios. He plans, develops, implements and manages program activities, based on Project Management Professional standards. These activities include developing workplans, budgets, tracking timelines and milestones, and providing independent evaluations and reports.
Scarmardo is responsible for program management, workplan budget development, financial tracking, implementation of transition activities (including market analysis and product development) and management of solicitations (e.g., Requests for Information (RFIs) and Requests for Proposals (RFPs)). He develops complex administrative financial and statistical analysis, monitors unit budgets and other quantitative data. He also assists with developing workshops, which lead to white papers and targeted RFPs.
Prior to joining the CBTS, Scarmardo spent six years as the Financial Manager for the Institute for Infectious Animal Diseases (IIAD), an emeritus DHS Center of Excellence. During this time, he also had a joint role with the Texas A&M Veterinary Medical Diagnostic Laboratory (TVMDL). While at IIAD, he managed all business activities, along with federal contracts, grants and sub-awards, and quarterly and annual fiscal reporting requirements.
Scarmardo received his Bachelor of Business Administration from Sam Houston State University. He has more than 10 years of Financial management experience. He also has eight years of experience in managing federal contracts, grants and sub-awards and quarterly and annual fiscal reporting requirements.
